Brewers of Indiana Guild Goals
The Brewers of Indiana Guild (BIG) was organized to provide a unifying voice for the microbrewers in Indiana, promoting public awareness and appreciation for the quality and variety of beer produced in Indiana through economic development, academic research, and educational programs. In our activities, we aim to bring benefits to a much larger community than just our members.

Similar to the Indiana wine producers, Indiana's craft microbreweries provide another reason for tourists to travel throughout Indiana to "experience the local flavor". The Brewers of Indiana Guild proposes three legislative items that would increase tourism and sales revenues for Indiana:

  • Allow Indiana microbrewers to sell their bottled product on Sunday as wineries can do.

  • Allow Indiana microbrewers who do not operate a brewpub to sell their product by the glass, instead of only letting customers sample at the site of the brewery

  • Allow out-of-state brewers to operate on a one-day temporary permit for purposes of tasting evaluations, competitions or festivals

Accomplishments

Founding members crafted the Indiana "Brewpub" legislation, enacted in 1993, which gave small brewers the right to be a restaurant proprietor and directly market their own products to consumers under the terms of a beer retailer's permit, with direct transfer of beer from the brewery to the restaurant.

Worked in 1999 to defeat HB2075, which would have increased the excise tax for small brewers from a rate of eleven and a half cents per gallon to a level of twenty-four cents per gallon.

Supported, in 2000, SB0332 and HB1327, legislation which proposed the creation of an Indiana grain market council and fund, to increase market development and support for the Indiana microbrewery industry.

Future Legislative Issues

Sunday sales of beer at breweries and brewpubs in Indiana, identical to the Sunday sales now enjoyed by Indiana wineries.

Reduction or exemption from state excise taxes for Indiana microbrewers.

Continued protection of self-distribution rights of Indiana brewers for off-site sales.
